Comparison of Adequacy of the ¡°Hope Care Centers¡± in Namyangjoo Si and the ¡°Unlimited Care Centers¡± in GyeongGi Do as Social Welfare Delivery Systems

Abstract
Inadequate delivery of the increasing social welfare benefits and services on behalf of the people`s needs has been the unsolved problem for the public social welfare delivery system for a long time. Several different pilot projects have been attempted at the level of central government and various social werlfare delivery models were newly implemented at the level of local government in order to solve the problem. This paper tries to compare adequacy of the ¡°Hope Care Centers¡± in Namyangjoo Si and the ¡°Unlimited Care Centers¡± in GyeongGi Do as social welfare delivery systems. Adequacy of these delivery systems was evaluated at the two different levels-operating structure and performance outcomeby the workers in the two centers and the social welfare professionals working in the other social welfare organizations in the same local areas. The ¡°Hope Care Centers¡± received better evaluation than the ¡°Unlimited Care Centers¡± on the most of the questions for adequacy evaluation from the social welfare professionals working in the other social welfare organizations. They also received better evaluation on the questions about resource development, accessibility and necessity of networking from the workers in the two centers. The results suggest that we need to develop the social welfare delivery system which is independent from the public administration office, is more accessible to people by setting up the frontline offices at the more local levels than county level, and provides collaborative work environment between the public and non public workers for case management, resource development and service linkage.
